Sept projets sont d\u00e9j\u00e0 confirm\u00e9s, six autres en n\u00e9gociation. D&rsquo;ici 2028, ces sites pourraient assembler 1,1 million de v\u00e9hicules par an, \u00e0 partir de composants import\u00e9s. Cette strat\u00e9gie contourne les barri\u00e8res tarifaires tout en exer\u00e7ant une pression immense sur les fournisseurs europ\u00e9ens, menac\u00e9s de marginalisation.<\/p>\n<h2>Que propose le Clifa avec le label \u00ab Made in EU \u00bb ?<\/h2>\n<h3>1. Seuil de 80 % de contenu local par v\u00e9hicule<\/h3>\n<p>Le Clifa exige qu&rsquo;une voiture obtienne le label uniquement si 80 % de sa valeur provient de composants et de transformations r\u00e9alis\u00e9s dans l&rsquo;Union europ\u00e9enne. Ce calcul repose sur les r\u00e8gles d&rsquo;origine douani\u00e8res : mat\u00e9riaux, pi\u00e8ces, assemblage et main-d&rsquo;\u0153uvre entrent dans le pourcentage final. L&rsquo;objectif : \u00e9carter les montages \u00ab tournevis \u00bb o\u00f9 seul l&rsquo;assemblage final est effectu\u00e9 en Europe.<\/p>\n<h3>2. 70 % en moyenne pour les composants<\/h3>\n<p>Le label impose aussi un seuil de 70 % de contenu local en moyenne pour les pi\u00e8ces et \u00e9quipements int\u00e9gr\u00e9s. Cette exigence garantit que les fournisseurs europ\u00e9ens conservent une part majoritaire de la cha\u00eene de valeur, de la forge aux plastiques en passant par l&rsquo;\u00e9lectronique embarqu\u00e9e. La mesure doit prot\u00e9ger 3 600 entreprises et 240 000 emplois directs dans la fili\u00e8re.<\/p>\n<p><strong>Seuils cl\u00e9s du label Made in EU :<\/strong><\/p>\n<ul>\n<li><strong>80 %<\/strong> de contenu local pour chaque v\u00e9hicule complet.<\/li>\n<li><strong>70 %<\/strong> en moyenne pour les composants et pi\u00e8ces d\u00e9tach\u00e9es.<\/li>\n<\/ul>\n<h3>3. Application d\u00e8s 2026 et contr\u00f4les renforc\u00e9s<\/h3>\n<p>Les \u00e9quipementiers demandent une mise en \u0153uvre d\u00e8s le premier trimestre 2026, sous forme d&rsquo;\u00e9tiquetage visible et de conditionnalit\u00e9 dans les aides publiques et appels d&rsquo;offres europ\u00e9ens. Bruxelles devrait int\u00e9grer ce crit\u00e8re dans les subventions et march\u00e9s publics pour favoriser la production locale. Des contr\u00f4les r\u00e9guliers v\u00e9rifieraient le respect des seuils, avec des sanctions en cas de fraude.<\/p>\n<h2>Constructeurs, \u00c9tats, \u00e9quipementiers : points d&rsquo;accord et tensions<\/h2>\n<h3>Pragmatisme des constructeurs face aux co\u00fbts<\/h3>\n<p>Renault propose 60 % de contenu local, batteries comprises, sur l&rsquo;ensemble de ses v\u00e9hicules vendus en Europe. Le constructeur plaide pour une mont\u00e9e en puissance progressive plut\u00f4t qu&rsquo;un seuil fixe imm\u00e9diat \u00e0 80 %. Cette position pragmatique vise \u00e0 pr\u00e9server la comp\u00e9titivit\u00e9 prix tout en s\u00e9curisant les cha\u00eenes d&rsquo;approvisionnement.
